Europe felt a moment of respite on Monday, as the crisis triggered by the introduction of a new 28-article proposal for ending the war appeared – temporarily – to have been stabilised. A American diplomat spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its countermove: an extensive attack of missile and drone strikes on Kyiv.
The Rhythm of Peace Talks and Military Action
The sequence of conflicting incidents captured the grim essence of the current period. By day, diplomatic battles are fought: hopeful statements are delivered from multiple capitals. Significant resources is expended on managing particular approaches. By night, Russian leadership clearly shows the world that, for them, conflict continues to be the primary tool for achieving "resolution".
Nocturnal Warfare
As Russia's attack progressed into the early hours of Tuesday, the present situation of Ukraine's defenselessness was laid bare. Ukraine is able to track rocket firings from Russian territory, a capacity provided through up-to-date information. From witness perspectives, military aircraft that had been dispatched to intercept incoming aerial threats flew past – advanced fighter aircraft supplied to Ukraine by Western partners.
Soon thereafter, Kyiv's air-defence systems engaged: several firings deployed against a incoming threat. This was a sophisticated defense system at work, presumably delivered by partner states. Every firing creates sudden vibrations, rattling buildings. The instant of fear quickly transforms into sober acceptance: perhaps the incoming missile won't hit its mark this time, preventing destruction from ruin and additional electricity failures.
Persistent Threats
Not long after, a automatic firearm opened up on a drone somewhere nearby, part of a mobile-fire group – probably imported technology. Unfortunately, the shots failed to hit the hostile drone – it pressed on overhead toward its objective.
Intermittently, this persisted until dawn. Kyiv faced the early updates: seven people killed, destruction and infrastructure problems in numerous residences as a result of the evening attack. As customarily, everyone still maintained normal activities – experiencing conflict. But those full day illustrated Ukraine's critical military reliance on external assistance – a need that neighboring countries are demonstrably unable to substitute in the short term.
Ineffective Peace Efforts
The 28-point plan from Washington sparked intense emotion, debate and serious worry – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and bilateral conferences.
Every new approach from Washington unfolds according to the same pattern: a negotiation push against Ukraine, which Kyiv, with partner nations, effectively counters. They contain the crisis but never actually achieve victory. This pattern will, no doubt, persist.
Strategic Calculations
It is convenient to criticize particular leaders of consistently pushing Moscow's conditions. But that does not seem to be the complete picture. American leadership operates on a assumption familiar among experienced diplomats: you cannot achieve through diplomacy what you have failed to defend militarily. The US administration assumes that it is impossible to force Russia to abandon the territory that it currently occupies in Ukraine's southern or eastern regions.
The challenge is that while acknowledging this situation, Washington does little to discourage Russia, through statements or actions, from thinking that the current condition will not shift further in its favour in the months ahead.
Opposing Positions
Therefore, the Kremlin is certain that duration works to their advantage – that Ukraine and its supporters are coming close to fatigue. Their incentive to sign a deal that does not give them the greatest potential benefit is close to zero. There may be many attempts to stop fighting, but they will continue as long as Russia's government remains completely certain in the conclusion.
On the contrary, Ukraine's government believes that Ukraine can still endure, progressively conceding people and territory but avoiding a entire defensive failure until circumstances change in its benefit.
Current Realities
Objectively, there are no genuine requirements for a ceasefire. Now, subjective factors are becoming relevant: leadership ambitions to mediate resolution and secure international recognition, and the government's dual difficulties – on one hand, not to distance important partners, and on the other, to mobilize citizens around the country's interests against any proposal Kyiv finds unworkable, so that their focus does not switch to internal issues. And although their task will now be significantly challenging after recent developments, it remains highly unlikely that this will change their overall approach.
These conflicting dynamics are guiding negotiations.
Assessment and Future
It took a mere seven days to terminate the 28 points of the most recent proposal. Assertive and inconsistent approach of the matter by Washington, resistance by Ukraine and the rest of Europe, along with pacifying measures of negotiators, and finally, current information leaks, all served their function.
While new proposals based on established approaches are imminent, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are rooted in Kremlin requirements and demonstrate particular unwillingness to modify developments, if they stand together and improve their protective measures at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the foreseeable future, primarily depend on sustained allied backing.
